About HarborWorks

HarborWorks is a Public Development Authority (PDA) created by the City of Port Angeles under the authority of the laws of the State of Washington. The law allows for the creation of a PDA for a specific purpose which can include economic development, housing or other public purposes. The law allows the PDA almost all powers of the creating municipality except exercising eminent domain and levying taxes.

In the case of HarborWorks, the City of Port Angeles exercised its authority to create the PDA to accomplish the acquisition and cleanup of the Rayonier Mill Site. The City has entered into an interlocal agreement with the Port of Port Angeles to jointly fund the PDA for the mutual benefit of the City, Port and the citizens of the entire community.
